منبه إلى فساد
منبه إلى فساد whistleblower هوإنسان يخبر العام أويخبر إنسان ما في السلطة عن عن أنشطة غير شريفة أوغير قانونية مزعومة تحديث في ادارة حكومية أوشركة أومنظمة خاصة. يمكن تصنيف الأنشطة الغير شريفة أوالغير قانونية بعدة طرق؛ على سبيل المثال، انتهاك القانون، الدور، التنظيم و/أوالتهديد المباشر للمصالح العامة، مثل الاحتيال، انتهاكاك الصحة أوالسلامة، والفساد. قد يقوم هؤلاء الأشخاص بالتنبيه للفساد بطريقة داخلية (على سبيل المثال، للأشخاص العاملين مع المنظمة المتهمة) أوخارجياً (للمنظمين، وكالات إنفاذ القانون، للإعلام أوالجماعات المعنية بتلك القضايا).
أحد أول القوانين التي تحمي منبوالفساد كان قانون البلاغات الكاذبة الصادر عام 1863 في الولايات المتدة (عُدل عام 1986)، والذي كان يحااول محاربة الاحتيال من قبل ممولي الحكومة الأمريكية أثناء الحرب الأهلية. شجع القانون منبي الفساد عن طريق الوعد بإعطائهم نسبة من الأموال المستردة أوالمحصلة التي تسترجعها الحكومة وحمايتهم من الفصل التعسفي.
