أ.د. محمود عبد الحليم صالح (28 فبراير 1936 ، القاهرة)، هومهندس كهرباء مصري كان أستاذاً في المركز القومي للبحوث ثم مؤسس ومدير معهد بحوث الالكترونيات بالمركز. يقيم الآن بين القاهرة ومدينة نيويورك. له حوالي خمسين بحثا منشورا ودراسة في مجالات تحويل الطاقة والطاقات الجديدة والمتجددة في الدوريات الفهمية العالمية والمحلية. كما مثل هيئة الأمم المتحدة في عدد من المؤتمرات والندوات الاقليمية والدولية. حصل على وسام العلوم والفنون من الطبقة الأولى 1982.

النشأة

تنحدر أسرته من منطقة المحس في النوبة (في شمال السودان حالياً).

• بكالوريوس هندسة القوى الكهربائية من كلية الهندسة، جامعة القاهرة (1956).
• دكتوراه في التحويل الكهروميكانيكى للطاقة من معهد الطاقة في موسكو(1963).

• كبير المستشارين الإقليميين في لجنة الأمم المتحدة الاقتصادية والاجتماعية لغربي آسيا (إسكوا) من 1984-1998 ، وخلال تلك الفترة تم :-
• تقديم خدمات استشارية في مجالات تكنولوجيات الطاقة المتجددة (الطاقة الشمسية - طاقة الرياح - طاقة الكتلة الحيوية) والطاقة الكهربائية وسياسات الطاقة وإحصاءات الطاقة وسياسات الفهم والتكنولوجيا وذلك من خلال اكثر من مائة مهمة استشارية للدول الأعضاء في الاسكوا وهى : البحرين - جمهورية مصر العربية - العراق - المملكة الأردنية الهامشية - الكويت - لبنان - سلطنة عمان - فلسطين - قطر - المملكة العربية السعودية - الجمهورية العربية السورية - الإمارات العربية المتحدة - جمهورية اليمن.
• تقديم المعونة الفنية للدول الأعضاء في الاسكوا من خلال اقتراح وبلورة وإعداد وثائق مشروعات للمعونة الفنية وتقديم الدعم للمشروعات التي قامت الاسكوا بتطبيقها في مجال الطاقة.
• أعداد مجموعة من الدراسات الفنية في مجال الطاقة بناء على طلب الدول الأعضاء في الاسكوا (ملحق 2 يبين قائمة بأهم هذه الدراسات).
• الأشراف الفني على عدد من الدراسات التي أعدتها الاسكوا في مجال الطاقة (ملحق ثلاثة يبين قائمة بأهم هذه الدراسات).
• القيام ببعض المهام الفنية الخاصة بتكليف من رئاسة الاسكوا:

- المشرف على برنامج الطاقة في الاسكوا خلال الفترة من 1982-1983.

وخلال تلك الفترة كانت المهمة الرئيسية هي تأسيس وإنشاء أول معهد لبحوث الإلكترونيات بجمهورية مصر العربية والتي ضمت إعداد الكوادر الفهمية وتجهيز المعامل البحثية في مجالات إلكترونيات الطاقة العالية وتحويل الطاقة والدوائر الشريطية وهندسة الموجات الميكروئية والحاسبات والمعلوماتية ، وكذلك الأشراف على إعداد الكوادر الإدارية والمشاركة في عضوية الوفود الرسمية المصرية للتباحث في التعاون الفهمي في مجال الإلكترونيات مع الدول الصناعية.
