خلفية

تدعم الكثير من المؤسسات الحكومية والتنطقيد والأعراف السياسية الأمريكية الاستمرارية في خضم التغيير. وتشكل القوانين والتنطقيد المحيطة بتنصيب الرؤساء بعض أفضل الأمثلة عن هذه الاستمرارية خلال التغيير السياسي. ويجسِّد تنصيب الرئيس تقليدًا فذا فريدًا من نوعه يشارك فيه الحزبان، وتطرح خلاله جانبًا معظم المناظرات السياسية الحامية بين الحزبين لتكريم الانتنطق السلمي للسلطة.

يعود الكثير من تنطقيد التنصيب إلى تنصيب الرئيس جورج واشنطن عام 1789، وقد ظهرت تنطقيد أخرى مع مرور الزمن.

كيفية التنصيب

لا يحدد الدستور الأمريكي كيفية تنصيب الرئيس، سوى أنه يتعين على الشخص المنتخب أداء "اليمين الدستورية لتولي المنصب"، ويسمح حتى بإجراء تغيير طفيف على نص القسم: " أقسم (أوأؤكد) أنني سأنفذ مخلصًا مهام منصب رئيس الولايات المتحدة، وسأعمل بأقصى ما لدي من قدرة على صيانة وحماية دستور الولايات المتحدة والذود عنه."

وخيار حدثة "أؤكد" بدلاً من "أقسم" توفرت طالما كانت المعتقدات الدينية للشخص تمنع عليه القسم. وفقط رئيس واحد، هوفرانكلين بيرس عام 1853، اختار حدثة "أؤكد" في أداء يمينه بدلاً من حدثة "أقسم".

وفيما عدا هذا القسم، يبقى الدستور الأصلي صامتًا. لا ينص على متى يتوجب على الرئيس المنتخب تولي المنصب وأين ينبغي حتى يؤدي اليمين الدستورية، ومن يشرف على أداء اليمين، وماذا يحدث طالما فهمت الحدثات خطأً، وماذا يحدث طالما انتهت ولاية الرئيس قبل حتى يؤدي الرئيس المنتخب اليمين، وما إذا كان بالإمكان إضافة حدثات إلى اليمين، وما إذا كان خطاب التنصيب مفروضًا ونقاط عديدة قد تكون مثيرة للجدل. ولا يفرض الدستور أداء اليمين على الكتاب المقدس، على الرغم من حتى معظم الرؤساء قد اختاروا القيام بذلك، وعلى العكس من ذلك اختار الرئيس جون كوينسي آدامز أداء اليمين على كتاب القانون.
