جورج ميشيل جورج أبي صعب (و.تسعة يونيو1933)، هورجل قانون دولي مصري. وهوأحد أعضاء اللجنة القومية المشكلة عام 1985 في مباحثات طابا.

النشأة والتعليم

ولد في مصر الجديدة بالقاهرة فيتسعة يونيو1933. وفي عام 1954، تخرج جورج أبي قاسي من كلية الحقوق جامعة القاهرة. وتابع دراسته للقانون والاقتصاد والسياسة في جامعات باريس، مشيگن (ماجستير في الاقتصاد)، هارڤرد (ماجستير في الحقوق)، كمبردج، وجنيڤ (دكتوراه في العلوم السياسية). وهوأستاذ زائر في عدد من الجامعات، جامعة هارڤرد، جامعات في تونس والأردن، جزر الهند الغربية (ترينيداد). كما حصل على منصب أستاذ كرسي رنرت في كلية الحقوق بجامعة نيويورك وكرسي هنري رولان في الجامعات البلجيكية.

حياته العملية

جورج أبي قاسي أستاذ فخري في القانون الدولي بالمعهد العالي للدراسات الدولية والتنمية في جنيڤ (قام بالتدريس من 1963 حتى 2000)، أستاذ فخري في كلية الحقوق، جامعة القاهرة وعضومعهد القانون الدولي.

البروفسور أبي قاسي هوقاضي متخصص في محكمة العدل الدولية، قاضي سابق في غرفة النقض في المحكمة الجنائية الدولية ليوغوسلاڤيا السابقة (ICTY) ورواندا (ICTR)، والمفوض السابق لمفوضية تعويضات الأمم المتحدة، والرئيس السابق لهيئة النقض في منظمة التجارة العالمية (انتهت مدته في 2008).

أسهم أبي قاسي بجهد متميز في الفريق المصري بمفاوضات طابا، وكانت لأبحاثه دور محوري في اثبات حق مصر. وبعد استرداد مصر لطابا، طلب من الحكومة المصرية حتى ترشحه لعضوية محكمة العدل الدولية. إلا حتى نبيل العربي فضـّل حتى يستأثر بترشيح الدولة له، بدلاً من أبي صعب. وحصل العربي على المنصب.

Counsel and advocate of numerous governments in international litigation, including: - The Tunisian Government before the International Court of Justice (ICJ) in the case concerning the Continental Shelf (Tunisia /Libyan Arab Republic); - The Egyptian Government in the arbitration on the Frontier Dispute (Taba) (Egypt/Israel); in the consultative proceedings before the ICJ on the Interpretation of the Agreement of 25 March 1951 between the World Health Organization and Egypt, and on the Legality of the Use by a State of Nuclear Weapons in Armed Conflict; and the Legality of the Threat or Use of Nuclear Weapons: - The Nigerian Government before the ICJ in the case concerning the Land and Maritime Boundary between Cameroon and Nigeria;- The Palestinian Authority in the consultative proceedings before the ICJ on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory;- The Greek Government before the ICJ in the case concerning the Application of the Interim Accord of 13 September 1995 (The Former Yugoslav Republic of Macedonia/Greece)

Judge ad hoc of the International Court of Justice in the case concerning the Frontier Dispute (Burkina Faso/Republic of Mali); and in the case concerning the Territorial Dispute (Libyan Arab Jamahiriya/Chad)

Former Judge on the Appeals Chamber of the International Criminal Tribunals for the Former Yugoslavia and Rwanda (ICTY-ICTR)

Former Member and sometime President of the Appellate Body, World Trade Organization (WTO)

Former Member of the International Monetary Fund Administrative Tribunal (IMFAT)

Former Commissioner on the United Nations Compensation Commission (UNCC)
